I’ve noticed that even if your character has the Dual Wielder feat and you go into your weapons customization tab and select “Dual Wield” it *should* be adding your modifier to the damage dice but it isn’t (which is correct if not for the Dual Wielder feat).
Two-Weapon Fighting is a bonus action option everyone has. The Two-Weapon FightingFighting Style is a separate matter. Both the fighting style and the Dual Wielder feat give some added benefit to the standard Two-Weapon Fighting bonus action.
(Yes, it's confusing that the name of the bonus action and the fighting style match, and you're not the first to make that mistake.)
The fighting initiate feat gives a fighting style. Alternatively, 1 level in fighter, 2 levels in paladin or ranger, or 3 levels in bard for the college of swords subclass give a fighting style. Might be more I missed, but I think I got them.

That's because the Dual Wielder feat doesn't add your modifier to the damage dice. You need the Two-Weapon Fighting Style in order to do that.

“You can use two-weapon fighting even when the one handed melee weapons you are wielding aren’t light.” ??

Well dang. No wonder. Guess that settles that.
