I can get a custom background to give the feat. You have to add it the "added feats" section by clicking on "add a granted feat".
However, I can't get the custom background to add in the ability scores it's supposed to. It lists the three ability scores I want but won't give an option to make any changes to them when added to a character. I started by cloning an existing 2024 origin feat and it still doesn't allow the ASI.
What's extra frustrating is that you can't delete the added origin feat from a 2024 background using the edit feats menu. That means it's not even possible to work around the problems with custom backgrounds by using an existing 2024 feat to get the ASI and then just adding the feat you want manually and removing the feat you don't want.
The options for the background granted ability score increases show up on the page for adjusting ability scores (the tab/page labeled "4. Abilities"). If for example you're using point buy, then under the 6 dropdowns for your ability scores is a separate section with a dropdown for "Ability Score Increases * 3 choices * Origin".
