Not everything in the PHB is available for free. Compelled Duel, Dissonant Whispers, and Hex are from the PHB but aren't in the Basic Rules, so you need to purchase them from the PHB marketplace entry or have access to them shared with you in a campaign.
The Fey Touched feat is missing access to a number of spells:
Compelled duel
Dissonant Whispers
Hex
I also don't see Silvery Barbs, but I don't have SCC either, so that may be why I don't see it, but those 3 are in PHB and for sure should be there.

Hi, I do have the PHB but these spells are still missing from the Fey Touched feat spell list.
I have access to them in my class spell list but not in the feat, do you know where the issue might come from ?
