The rune carver feat from Bigby Presents: Glory of the Giants has the amount of runes you can learn calculated wrong. The book states that you can learn a number of runes equal to half your proficiency bonus rounded down, but it is set to 3 runes no matter what level you are.
“In the Rune Magic benefit, a character is said to know a number of runes equal to half their proficiency bonus (rounded down). This limitation is currently unable to be modeled due to the feat’s implementation; it is up to the player to choose the correct number of runes (spells) according to their proficiency bonus.”
