Do you have a subscription that recently expired? You can check your current subscription status in Licenses. If it is expired (and you don't plan to renew), you may need to go to My Characters and select six characters to keep unlocked.
I can't access any of my characters or any other characters on my laptop I've tried clearing my cache, URL is good.
