When creating an order of the Profane Soul Blood Hunter, the pact slots do not show up. The character I made also had a wizard and warlock multiclass so I don't know if that is a confounding issue with them bringing their own spell/pact slots.
From the Blood Hunter rules: "Multiclassing with Warlock. If your blood hunter is part of the Order of the Profane Soul and also has warlock levels, add one-third of your blood hunter levels (rounded down) to your warlock level and consult the warlock progression table in the Player’s Handbook for total spell slots, cantrips known, and spell slot level" (Source: https://www.dndbeyond.com/classes/blood-hunter#OptionalRuleMulticlassing). Please double check and see if you're getting the right number of Spell Slots and Pact Magic Slots from this formula. There could be something off with D&DB's calculations, but just double check and post back here if the calculation is off.
Also, there is a known quirk where if you select Blood Hunter and not Blood Hunter (INT) or Blood Hunter (WIS), the subclasses won't be available to select. But it sounds like this isn't the issue that you're running in to, as you can select the Profane Soul subclass.

so you have a Warloc-Wizard-Bloodhunter? sounds like a cool concept
it's possible that kind of setup would mess with the system. no idea how getting pact slots from multiple sources works with multiclassing
