I don't have proficiency in Stealth or Survival.
I choose Stealth for proficiency and Stealth for expertise. I now have expertise in Stealth.
I change proficiency in Stealth for Survival
I now have proficiency in Survival and expertise in Stealth without needing to have proficiency in Stealth first.
I checked, and this exploit still works. You can still use the Prodigy feat to gain expertise in a skill for which you do not have proficiency.
