I have a 4th Level Warlock character. My chosen Pact Boon is Pact of the Tome. The Pact Boon spells I have chosen which are having issues are: - Eldritch Blast, To Hit +4 - Fire Bolt, To Hit +4
One of my regular, known Warlock spells is: - Scorching Ray, To Hit +4
I have recently acquired a Rod of the Pact Keeper +1. The Pact Boon attack spells listed above are not getting the +1 attack roll bonus, yet they should.
The relevant part of the rod description reads: While holding this rod, you gain a +1 bonus to spell attack rolls and to the saving throw DCs of your warlock spells.
I do see all my saving throw DCs adjusted once I've Attuned the item and Use it. I do gain a +1 bonus to my Scorching Ray which is now To Hit +5.
However, It is not showing a +1 attack roll bonus to my two Pact Boons, Eldritch Blast and Fire Bolt. They both remain at a To Hit of +4. I have not found any information stating these spells are exempt from this bonus from the rod. Here is the only relevant information I have found that would seem to address the topic:
The PHB Errata under Warlock, Pact of the Tome (p. 108) on page 1 states: The cantrips are considered warlock spells for you, and they needn’t be from the same spell list.
I have found no other relevant information to indicate that these Pack Boons should behave any differently to other Warlock spells and, in fact, the above would seem to indicate that, for all intents and purposes, they are considered warlock spells.
On the outside chance it's an issue of holding a rod and assuming the Book of Shadows has to also be held to cast the cantrips, the PHB states on p. 108, "While the book is on your person, you can cast those cantrips at will."
The fact that they are cantrips does not affect the bonus since both my Create Bonfire and Frostbite cantrips properly receive the +1 to saving throw DCs, going from a 12 to 13.
The ability to use dndbeyond to create my characters is an absolute godsend in time and effort saved, plus organization and maintenance. I hope this issue can be resolved to my satisfaction, but if it's decided my facts and evidence do not have merit or I'm missing relevant and detrimental information then I would request that as precise and thorough explanation as I have given can be provided to show where I may have erred.
I'm having a similar issue. I have an attuned item that gives +2 to spell attack rolls, but for one of my spells (Chill Touch, a Circle Spell as a Druid) isn't getting the attack bonus but all my other spells are.
Seeing the same bug on my Tome Warlock sheet, Eldritch Blast gets the +1, but Thorn Whip and Shocking Grasp(two of the bonus cantrips I took as part of the Tome Pact) do not.
Two years and this hasn't been addressed? C'mon...
While the temporary fix works, I will also chime in, in the hope that this gets resolved soon. My Shocking Grasp and Puff of Smoke (from Kobold Press MHH) cantrips I got via the pact of the Tome aren't getting the +1 bonus from my rod of the pact keeper.
This is how I worked it, but if you're expecting it to work and not noticing the bug, then that could make the difference between killing the villain or getting TPK'd.

Could you maybe do a bit better job at prioritizing?... how long this has been a bug should factor into your prioritizing algorithms, don't you think?

As a temporary, imperfect fix, open the spell's sidebar and use the customize options to add the bonus.
