Make sure they are creating the characters INSIDE the campaign. If they are creating character not inside the campaign, they will not have access to shared content.
I’ve encountered this issue as well. Try disable and enable again the content sharing. As mentioned above, check whether it was created within the player’s in ur campaign. Players can access the contents 5 to 10 minutes after opening the sharing. If players log in before the sharing, this issue can occur.
Players that I have invited to my next campaign are not seeing my purchased content despite DM subscription and all content shared in the campaign.
