There doesn't seem to be any way to choose the two ability scores to add +1 to. It still works fine on the standard half-elf. I haven't checked the other variants.
This appears to be the case when for any race that has a choice for the player to make on the race page in character generation, Dwarves not able to choose tools and so on.
