Call me crazy, but I could have sworn that having content sharing enabled let you use stuff from all the enabled campaigns even if you were creating a character outside of that campaign. For this specific example, I'm trying to create a Leonin, which my friend in campaign A owns, in campaign B, which he is not a player in. Is this how it always worked or am I just misremembering? In the past, I'm pretty sure I was able to do this and I don't know when it changed.
No, content sharing has never worked that way. The only accessible content to a character is the content shared in the campaign that character is a part of.
