I've just gone to change the spells I have on a character (3rd level College of Creation Bard) and after removing the spells from their known amount I opened the known spells and there's only 8 spell options listed for me to take, which weirdly happen to all be Evocation or Transmutation spells... None of them have material components either
2 Cantrips: Gust Barrier Thunderclap
3 1st Level Spells: (What I think is a homebrew spell from being in a shared content campaign) Creeping Touch Earth Tremor
and 3 2nd Level Spells: Pyrotechnics Skywrite and Warding Wind.
2 cantrips and 6 leveled spells known is the correct amount for a creation bard at third level. Only thing I could think of is that you're looking at the "Known Spells" instead of the "Add Spells" section.
Bards are not a preparation caster like clerics, druids and wizards. They always have all of their known spells prepared, but the amount of spells they know is quite limited in comparison.
