im in a campaigne with content sharing enabled and I've downloaded all of the books but none of the books are appearing as owned content in the character builder

In order to use stuff in the character builder, you have to be making the character in the campaign where the content is shared.

Downloading books in the app just lets you read them and gives you access offline.
