If you're referring to the 2014 PHB, check to ensure your entitlements are synced (Account > Licenses)
If you're referring to the 2024 PHB, the release date is September 17th. Early release is September 10th for Hero Tier subscribers and September 3rd for Master Tier subscribers. There is a maintenance period tomorrow from 5 am to 9 am Pacific time.
I just bought the digital player's handbook and can't use features in it for a character build.
