In 2014, halfcaster halved levels are rounded DOWN when calculating your spellcaster level:

In 2024, halfcaster halved levels should be rounded UP when calculating your spellcaster level:
https://www.dndbeyond.com/sources/dnd/free-rules/creating-a-character#Spellcasting

On a char completely built fresh half an hour ago it still rounds down.
