Resolved: this was user error on my part. I didn't realize the subclass isn't available until level 3.
I am trying to create a sorcerer with the wild magic subclass but it's telling me "You currently have no available optional class features for this class. Unlock all official options in the Marketplace or create them for Homebrew Subclasses."
I confirmed that I already own the digital content for the 2024 player's handbook.
