Figured it out. If you don't meet the minimum stat requirements for the feat, it won't show up as an option. If you are creating a high level character from scratch, you have to be careful to set your stats appropriately before choosing your feats

- I have alle the source books. all the other feats show up as options, but not "Great Weapon Master "
View the character sheet outside of edit mode and double check that the character doesn't already have the feat.

I do not have the feat and I still cannot select it. I am a level 12 barbarian. It doesn't even come up as an option
