It's not intentional, just a side effect of the programming not being built to specifically exclude what the other drop-down selects. By the rules you aren't allowed to do that. What the Beyond character builder allows doesn't make it the rules, remember.
What's the point of using the Character Builder if it doesn't follow the rules?
What else doesn't follow the rules? There's no way to tell unless you're intimately familiar with them, and that defeats the purpose of having a stepwise character builder.

I wouldn't say "knowing that you can't put your +2 and +1 in the same stat" requires terribly intimate rules knowledge. But if you want to use the character builder to get around having to actually read the rules of the game, you're already in the wrong. The character builder is meant as a tool of convenience, not a way to sidestep knowing how to play the game.
Well the solution is don't listen to new players for rules advice. Don't blame D&D Beyond for people who base their knowledge of the rules outside the actual book.

If the target for this tool is moderate to experienced players, I would agree. However, it is not limited to such.
N00bs will justify abusing the rule(s) because the tool lets them.
