That's not enough specificity for anyone to help you.
I just went to the character creator, and made a first-level fiend warlock. It worked fine. I didn't even have to click the legacy toggle, since it was already red by default. So I can't tell you if your problem is user error/confusion, or something wrong with your account, and the number of questions required to try to pare it down is large.
There is nowhere near enough detail for anyone to help you. All we can tell is you were trying to make a character and something didn't work how you expected it to. What that something was we have no idea.
Same story here: I have PHB 2014 purchased. Our squad stil plays it (most of us still uncertain whether they want to purchase it immediately). When I have tried to create legacy character, I can pick legacy origins and legacy races. So I rolled new Rogue Halfling. When I leveled him up to 3rd level, the only subclass it allows me to pick is thief from basic rules. Aint that a bug or what? Or just money extortion?
I can confirm this, several legacy character options are not selectable anymore, despite having all the required source books and checked legacy rules in the settings.
Examples include several cleric domains (war, trickery, death).
Please fix this so that every single 2014 rules option can still be used through DnD beyond. We have just started a new campaign 2 months back, and have bought several source books for it. We will not change the rules mid campaign.

So everywhere you can see your legacy spells, lagacy origins and stuff in the main lists, but when you want to choose subclass, it is "tied" to 2024 class. You can find legacy classes if you scroll down. You can't switch it later in your progression - so you will find out that you will get only basic rules when you level up. That's counterintuitive and utterly sketchy, as most players have 2014 have core book, and at some point you just see that your assets cut from editor (as you haven't pick "proper" class). Ideally you should either switch off 2024 edition so it won't mess your progression, or allow to switch it on the go (you still can pick other legacy stuff from full list. So yes - WotC still making everything to make players to buy the new book, and it doesn't look nice.

While I agree that this whole thing is a mess, you absolutely can change the class from the 2024 one to the 2014 one at any time.

I clicked legacy and unclicked the other rules on dndbeyond trying to create an 5e character for a 5e campaign. Any ideas?

What are you trying to do, and what is failing?
If you're trying to make a pure legacy character, 5e14 stuff is still available, and still works.
