There are a bunch of options to enable/disable partner content, but I don't see a way to disable 5.24 content or specific sourcebooks (such as Strixhaven, Ravnica, or Fizban's) any more. Not everyone wants to allow Silvery Barbs.

You cannot disable the 2024 rules.

Disabling non-core books is an all-or-nothing thing.

However, you can always disallow Silvery Barbs (or any other stuff) by telling your players "don't take Silvery Barbs".
