It's not licensing, they've said the partnered subclasses need to be updated to be consistent with the abilities, etc. of 2024 subclasses. That means unless the partner wishes to go through the expense of publishing a new book (which no one would buy if it only has updated subclasses), it won't be available. It is unlikely that every partner that had content for 2014 is going to be able to create a whole new book just to get their subclasses available for 2024 characters. Some of the partners have made it pretty clear they're moving on to their own game systems instead.

Playing D&D since 1982
Have played every version of the game since Basic (Red Box Set), except that abomination sometimes called 4e.

Not really. Partners, for the most part, do not need to re-publish their books or change the subclass design to update the character options here. The issue is that the 2024 versions of the classes are separate class entities in the system. To make them compatible with the 2024 versions of the classes, they simply need to copy the subclass entries and point them to the updated class entries.
I say "for the most part", because older subclasses are for the most part already compatible with the 2024 classes. However, I haven't looked at all of them to know if there are any that need design changes to be compatible, hence "for the most part".
I believe one of the mods already confirmed that they are not going to copy and relink the 2014 partnered subclasses to work with 2024 content. The partners were told they need to redesign/tweak their content to bring the abilities granted in-line with 2024. AKA they need to publish new versions. I can name 2 partners who already said they're not making any new D&D content, and are moving to their own game systems instead (a simple search online would pop their names up).

Who's "they"?
AFAIK WotC and DDB have said nothing except "we're working with our partners to make this happen" (paraphrased. you can go to the official PHB thread to see the official wording)
Is it possible that one of the partners has said something like this? Perhaps. Is it true? Also perhaps.
But it could also easily be something that the noted expert known as :"some guy on YouTube" said, which then gets circulated as truth.

Why would they need to publish a new book? Put a "2024 rules update" on your website and call it a day. In most cases, the necessary update is going to be "you now get these level 1/2 subclass features at level 3".

Exactly as the title says. The partnered subclasses don't show up but partnered spells and such do.
Partnered subclasses currently only work with 2014 classes. You can use private homebrew to work around this.
This is probably licensing, so we don't know when or if that'll change.

So the best option would be to just copy them via homebrew. Though I haven't seen such a post, link it if you've got it. Would be handy.
