My campaign has 2 Paladins, both have the same content enabled on their characters. Both are the same level. But only 1 of them is being given access to the Expanded Rules section in the Spells tab of the character manager.
It's not a huge issue since at the moment the only spell they'd have access to there is Ceremony, but I'd still like to know what is causing this incase it happens with another character.
Does the player who doesn't have that section own any content that falls into that category? If they don't, is content sharing enabled for the campaign?
Both paladins are owned by the same player. Content sharing is enabled for the campaign but he noticed the missing spells on his character, made another paladin with the same settings, and the new one has them

It sounds like the player doesn’t actually own the content and one of the characters is in the campaign and the other isn’t.
The same player owns both characters. One is their backup character that cant access the spells, the other is one they made after they noticed it, and that new one can access the spells.

If the appropriate content is shared or owned, the player who's missing it should check their entitlements

They're both in the campaign. They had to be to access the race he used.
