It sounds like you've created a character with the 2024 version of the Rogue class, but you don't own the 2024 Player's Handbook.
Make sure "2014 Rules" is checked in the Home tab of the character builder and change your class to the 2014 Rogue. Or, purchase the 2024 Player's Handbook.
