Master tier subscription + own all the source books but cannot create a Ranger/Beastmaster.
You may be trying to create a character using the 2024 version of the Ranger class without having access to the 2024 Player's Handbook.
If you want to create a 2014 character, make sure "2014 Core Rules" is checked on the Home tab of the character builder, then go to the Class tab and select the 2014 version of the Ranger class instead of the 2024 one. You may need to scroll down to find it.
