I am recreating a character, a Forest Gnome Bard of Creation, but a few spells (Color Spray and Enlarge/Reduce) are not showing up. I own the Player's Handbook, and have already created her once before on this site. I am even looking at the PDF of that character sheet, and I can see clearly that I had the spells, not to mention my knowing full well they are available to bards.
I have tried deleting her and starting over, and leveling her to 20 does not populate the list with these spells. They do show up when I level her in Sorcerer or Wizard, but not Bard.
That's because those spells aren't on the Bard spell list.
But they are available if you have access to Tasha's Cauldron of Everything, which gives an Optional Class Feature to Bards for Additional Bard Spells, and these spells are on that list. If you have access to that, you would need to enable Optional Class Features in your character's HOME | Preferences, and then go to the Optional Feature Manager under Bard on the Class page of the Builder, and check the box for that optional feature.
My guess is that the character was in a campaign that shared access to Tasha's, but not anymore.
You wouldn't be able to do it if you haven't bought the options that allow it though (TCoE for additional spells option, XGtE for find greater steed as a magical secret option). You have optional class features enabled right?
Well, that makes absolutely no sense. I created her before, and the spells showed up even though I did not have the Optional Features turned on. Those spells are absolutely available with only the Player's Handbook, but I guess they got ****ed up after the merge with Wizards of the Coast. That is the only explanation, since I created her just fine before and now have to jump through hoops to get her damn spells.
It's a good thing I own all the damn books, but it's still bullshit since those are both standard spells available to Bards in the Player's Handbook. Whatever. :/
That's not the only possible explanation. If the character had been in a campaign before and you didn't need to enable Optional Class Features, then someone in the campaign might have created homebrew copies of those spells and put them directly on the Bard spell list. If you're no longer in the campaign with the person who homebrewed those spells, then you wouldn't have access to them.
(For example, I did homebrew versions of Additional Wizard Spells myself so that my Arcane Trickster with the Ritual Caster feat would have access to them, since my DM ruled that it made sense for her to have access to those optional wizard spells.)

I can only guess it was someone's homebrew like naruhoodie said, or you are just remembering it wrong, but you are getting angry about a situation that you made up that never that never actually happened the way you are mad about.
Maybe those spells got added to your character when the UA for testing out additional Class Features was available on here, free of charge? All UA has been removed from the site since then, but your character would have still have had the spells as long as you didn't Unlearn them in Manage Spells.

They were not. I think DDB was still supporting playtest at the time, but since those were all modifications to base class, there was no convenient way to implement them.

I’m assuming this is a 2014 Lore Bard. Have you purchased the 2014 or 2024 PHB, or is your character assigned to a campaign where it’s shared with you? If you’re looking for the 2014 spell, do you have “2014 Core Rules” enabled for that character?

Are you using the 2014 Bard class or the 2024 Bard class?
If you're using the 2014 one, you need to make sure that the "Expanded Rules" box is checked on the Home tab of the character builder in order to use any content from Tasha's Cauldron of Everything.
If you're using the 2024 one, Destructive Wave is not eligible, because under 2024 rules that Bard feature is limited to spells from the Cleric, Druid, and Wizard lists.

To be clear, the 2014 and 2024 Bard classes are entirely separate classes on D&D Beyond. The easiest way to tell which one you have selected is to look and see if you have a 2nd-level class feature called "Song of Rest". This feature only exists in the 2014 Bard class.
Another thing to look at is the fact that the Lore Bard's "Additional Magical Secrets" feature at level 6 will only let you select spells that are available at class level 6. As a 5th-level spell, Destructive Wave will not be available until class level 9.
Found it. It was in level 10. Was looking at the magical secrets one slot below. I stand corrected: It IS there in the correct level slot. Just hard to find. One feature suggestion: A typing "drill down" filter on that drop box, which is a common JS feature via libraries, would really improve usability. Thanks for the quick response and guidance. (Had to do a LOT of scrolling to find that spell, LOL)
I have the 2014 DM bundle (Dnd Beyond digital) which includes the 2014 Player's handbook, 2014 DM handbook, Xavier's Book and Tasha's book. I can see the spell and there are many extra spells in the Magical Secrets option so those are working. But no matter how many times I double check the Destructive Wave spell does not appear, but many spells from other classes do. I can see the Destructive Wave spell full description so I have the permissions to read that and the expanded spells from Tasha's book are visible as are the warlock classes.
Not to harp on this, but what level is your Bard, and are you looking for Destructive Wave in the "Additional Magical Secrets" drop-down from the level 6 feature, or the "Magical Secrets" drop-down from the level 10 feature? It is correct for it to not show up in the former, but it should show up in the latter.

That's because those spells aren't on the Bard spell list.
