You’ll need 2014 Core Rules enabled (not Legacy) for anything in the 2014 PHB.
When choosing your class, you’ll also need to scroll down and select the second Wizard class, the one under 2014 Core Rules. (The first is the 2024 Wizard, where you’d need the 2024 PHB and its Diviner subclass instead.)
You may have selected the 2024 version of the Wizard class by mistake. The 2014 and 2024 versions of each class are separate classes on D&D Beyond. If you don't own the 2024 Player's Handbook, then selecting the 2024 version of a class will only give you access to the one subclass available in the Free Rules, which for Wizard is not Divination.
So, what you need to do is make sure that "2014 Core Rules" is checked on the Home tab of the character builder, then go to the Class tab and see which version of the Wizard class you have selected. The 2024 version has a gray icon with a fountain pen nib sticking up out of an opening book. The 2014 version has a blue icon with an upturned hand casting a spell.
If you've selected the 2024 version, you'll need to remove it and select the 2014 version instead. The 2014 ones are down at the bottom in a separate section, so you'll need to scroll.

I own the legacy players handbook. The campaign has share content and legacy active, but the option to pick divination is not showing up.
