The Empowered Evocation class feature is not applied to the Fireball spell. It is applied to other evocation spells, though.
This seems to be a bug.
DDB doesn’t currently add that bonus to ANY spell.
Are you using some third party extension like Beyond 20 that’s adding it for the others?
You can always click the spell then use the Customize section in the sidebar to manually add the bonus.
