In the character editor of my 2024 circle of the moon druid, the Moonlight step ability appears as both a level 10 feature and as a level 14 feature. The verbage is exactly the same for both entries.
You're referring to the "At Higher Levels" section in the class tab? That's just a minor visual bug. (Lunar Form updates Moonlight Step, and what you're seeing is part of how they apply that update.)
Once you're actually at that level, you'll correctly see it only once (at level 10).
