Are you using the 2014 version of the Cleric class, or the 2024 version?
The 2014 version allowed you to prepare a number of spells equal to your Cleric level plus your Wisdom modifier, which would be 8 in your case. The 2024 version has a fixed number of prepared spells at each class level, which is listed in the class features table here. For a level 4 Cleric, it's 7.
So, if you're using the 2024 Cleric class, it's working correctly.

If you mean you checked the "2014 Core Rules" checkbox on the Home tab, what that does is make character options from the 2014 core rules available to select in the character builder. You still need to actually select them to get 2014 behavior.
For classes, each class has a 2014 version and a 2024 version that are separate classes. If you've selected the 2024 one, you'll need to remove it and select the 2014 one instead; you may need to scroll down to find it.
I have a hill dwarf cleric
At lvl4 i get +2 wisdom so a total of 18
My prepared spells so maximum of 7 instead of 8 which i should have
