Have I purchased the PHB -> Yes
Do I already have the sharpshooter feat -> No
Have I tried 'Sync My Entitlements' -> Yes
Does anyone have an idea what else I could check, or what might be wrong?
You definitely have the Core Rules ticked, and the pre-requisites (L4+ and 13+ Dexterity) already, so I can't see any reason why you shouldn't be able to pick it.

I went through the character creator and made an identical character, and Sharpshooter was there in the list like normal.

If you purchased the 2024 PHB, do you have Core Rules enabled in your character settings? If it's the 2014 one, do you have 2014 Core Rules enabled?
Are you looking for the feat in the appropriate section: either Core Rules or 2014 Core Rules?
