there are only 4 options to choose from when selecting scion of the outer Planes, Good, Chaos, Evil and outlands. Lawfull is missing

The most likely explanation is that it was already added to the character somewhere else. What feats are shown at the bottom of Features & Traits?

This was a brand new character, trying to close the background feat. It magically appeared later...
