So im unable to choose any language that isn't 3rd party content or expanded rules. No core languages, no rare languages like celestial etc.

Apologies for inserting myself, but I currently have the same issue.
In the character creator, the regular core rules languages (such as Elvish and Dwarvish) are unavailable to be chosen (the category doesn't show up).
I do have Core/Expanded/2014 Core Rules enabled...

I was trying to select a language in the Species section of the character creator.
I went and checked to make a screenshot, but they are now available. I changed no settings though...
