It should be available, yes. It appears they haven't added the new Artificer's spellcasting feature to the list of possible prerequisites for that feat.
Until they get it fixed, you can turn off feat prerequisites on the Home tab of the character builder, and then it should show up.

I am building an artificer in D&D Beyond, but i cannot pic warcaster as a Feat at lvl 4. Shouldn't he has it, because of Spellcasting ability?
