For some reason, the character builder is not allowing me to pick Arcane Trickster despite my having reached level 3 and having the Players Handbook. Is this a bug?
Which version of the Rogue class are you using? Which version of the Player's Handbook do you own?
There are two versions of each of these things: a 2014 version and a 2024 version.
If you are using the 2024 version of the class, you need to own the 2024 version of the Player's Handbook to use the subclasses in it. If you're using the 2014 version of the class, you need to own the 2014 version of the Player's Handbook to use its subclasses.

One thing to check, especially if the PHB is a recent purchase, is whether your licenses are in sync between the marketplace and the character builder. This is supposed to happen automatically, but sometimes it takes a while to do so.
Your character is using the 2024 version of the PHB. I can tell because looking in the features & traits tab, all your class features say 'PHB 2024' next to them. If you meant to use the 2014 rules, copy down all your selections (or export a PDF) then edit your character, as once you choose the new version of the class, all your choices will go away, so you want something to reference.

It may be helpful to point out that the checkboxes on the Home tab for "Core Rules", "2014 Core Rules", etc. do not change which version of the class you're using. They just change which options are available for you to select. You'll need to actually remove the class you have selected and then select the 2014 one.

If it says that your entitlements data is not in sync, click the "Sync My Entitlements" button and it should sort it out for you.
If that doesn't work, can you post a link to your character here so others can help? Make sure to set the privacy setting on the Home tab to "public".
