I have 4 people that made characters in a campaign I made. 3 of them can access the shared content and the 4th cannot. He sent me a ss, I can see on his screen the character he made, and I see it on my end in the campaign, but he still has no tabs along the top where all the content is. I resent the invite link, I turned campaign off and on, he and I both refreshed browsers, I checked the character he made it is complete, I logged off and on. What he hell is happening?
Also had him claim an Unassigned Character, also did not help.

Not sure what you mean by "tabs along the top where all the content is", but have him check his entitlements.
