I figured it out. Characters from before 1 month ago are missing data out of the list of weapons. Recreated the character now and it works correctly.
So there's some bad software design here where the class feature data list (like weapon mastery list) is copied onto the character instance rather than being available globally to all new and old characters in the character designer. And no data migration was done on older existing characters to add the missing options in the data.

Weapon Mastery Scimitar is not listed in the mastery list on character creation
