I haven't been able to find necromancer as a class or subclass in PHB DMG 2024. Where is it and how do I get it into my character creator?
There isn't a released 2024 version of the necromancer. One has gone through unearthed arcana playtest, so should be coming at some point in the future.

In the meantime, the 2014 PHB version is still usable with the 2024 base class.
