I'm not certain how to read those. It's either you get a +1 Bonus to Charisma, Int/Dex, and one ability score that isn't either of those. Or you get a +1 Bonus to Charisma, Int/Dex and one ability score that COULD be one of those. The latter interpretation is the one that was taken by the other marks with this type of behaviour (Finding, Handling, Passage, Sentinel).
However, either interpretation results in the coding being wrong because the coding currently allows you to increase any of 5 ability scores for each option, with the unavailable score being Charisma.
The Half-Elf dragonmark variants are incorrectly coded in respect of the optional +1 increase. They don't let you increase Charisma.
