Rune carver

the background Rune Carver grants "Rune Shaper" 
wich should give half of your proficiency modifier in spells 
but instead its giveing 3 always regardless of profiency

This is still bugged in 2026 apparently.

Has this been updated into a for 5.5e / 2024?

Rune Carver is a 5e background (it's from Bigby Presents: Glory of the Giants), so it doesn't have an official set of ability scores it increases.

Per the rules in the PHB for using older backgrounds, you can choose any ability scores you want in this situation.
