Blood Vials do not buff Scared Flame gained by this feat. Nor does Innate Sorcery, DC doesn’t change.

The D&D Beyond character builder in general has never properly supported this type of interaction (items that should improve spellcasting stats for spells granted by feats). I think it's one of those things they've said they can't support right now but will work better in the new version of the character builder they're working on.
