While the streamlining of backgrounds is great, City Watch and it's variant of Investigator, there's not a way to change the skills to reflect the variant background.
Edit: I should comment, that you can "create" the variant background as a custom background.

I agree. There is no way to change the skills gained from being an Investigator over City Watch. I would love just a button to change between the two.
