I created a variant human hexblade warlock with the polearm master feat. As I understand it, the bonus attack from the feat should utilize the charisma modifier for attack/damage. Digital character sheet uses strength (as if character didn’t have Hex Warrior feature). Is this in error in the system or am I misinterpreting the rules?

Yeah, the action granted by the feat doesn't actually check the weapon at all, so it doesn't know it is a hex weapon.
This is still an issue.
The best work around I've found is just to create a custom action and adjust as needed as ability scores change.
