Spell levels and character levels are not the same thing.
Spells are classed in levels of power, which I like to think of as concentric circles. As your power grows, it expands to the next layer of the circle.
As a partial caster, a Ranger will, in the end, have up to a 5th level spell power. They will access this level of power at 17th level.
The class page that Filcat linked will show you the Ranger table, which will display how many spell slots you have of each level. Your 2nd level spell slots will unlock at 5th level.

I've used the Character creator and have purchased the online Players Handbook and XGtE for use with the builder.
I've leveled up my Character and my Ranger class to 3, but can only see 1st level spells in the Ranger spells list.
Am I missing something?
