I have made a new campaign are for my players. They can choose from everything I have purchased, however the backgrounds come up very limited. They don’t even show the full list from the PHB.
Have you purchased the PHB on D&D Beyond? Are the players making the characters inside of the campaign? Do you have content sharing enabled?
D&D Beyond offers the Basic Rules and System Resource Document for free. These documents include all of the rules you need to get playing, but are not every option.
You would need to purchase the Player's Handbook (or individual backgrounds) on D&D Beyond in order to use the PHB backgrounds on your characters. For your players to use it, you would then need to have a Master Tier subscription to share all of your purchased content with them with Content Sharing.
Alternatively, you could choose to use the built-in homebrew system to enter in the backgrounds you want to add for yourself, from a copy of the PHB you already own not on D&D Beyond. Just make sure you don't publish it, as you cannot publish content that doesn't belong to you.
Problem has fixed itself apparently. One of my players has let me know all content is now available. I don’t know what the issue was. But I am glad it is fixed.

I have all content purchased. All content is available to use. And I have the subscription for it.
