I just went to see the "Homebrew Rules & Guidelines" page and tried to go to the 'using copyrighted material' section of the page by clicking on the side navigation link. I noticed that all links in the sub-navigation for this page have an '#undefined' anchor location and the 'h2' tags containing the titles don't have an 'id' attribute defined.
Following the naming conventions on the anchors in the Player's Handbook, the values you could use for the anchor 'href' locations and 'h2' ids would be the following:
Naming and Shaming
#NamingandShaming
id="NamingandShaming"
Personal Information
#PersonalInformation
id="PersonalInformation"
Spamming and Trolling
#SpammingandTrolling
id="SpammingandTrolling"
Creating Content with Any of the Following Subjects on D&D Beyond
#ContentWithFollowingSubjects
id="ContentWithFollowingSubjects"
Creating Homebrew Content with Copyrighted Material
#ContentWithCopyrightedMaterial
id="ContentWithCopyrightedMaterial"
Links to Content Outside of the D&D Beyond Website
#LinkstoContentOutsideofDnDBeyond
id="LinkstoContentOutsideofDnDBeyond"
For items 4, 5 and 6 I shortened the anchor because having the entire titles would've been too much.
