I noticed when creating a magic item that casts a 'attack' spell that there's no way to override the spell attack modifier.
I went and looked at the circlet of blasting to see how it was done there and, as far as I can tell, it wasn't. When I equip that item to a test character the spell attack modifier is wrong.
There is a place to set an override for spell save DC on magic items, but not the attack modifier...
Just pointing it out. Not a big problem as most staves and so on use the wielder's modifier anyway, but for the handful of items that don't it's an issue.
Things like this is how you can tell that the tools had options added as needed, instead of building tools that can just make anything within the scope of the rules.
