For the rule of no creating "quoted text from a Wizards of the Coast paid publication," would creating a homebrew feat that basically consisted of the following be legal with the site's rules: https://vlc****/
Sharpshooter - See physically owned PHB, page [whatever it was, can't recall it off the top of my head at the moment]
You can create whatever feats you want, site rules be damned. The problem only comes up when you want to publish your homebrew, which you don't have to do for you or anybody in a campaign with you to use it. If, for some reason, you want to publish the feat anyways, then I don't think you would be allowed to do so on account of the rule that you cited.

If we're talking about publishing homebrew, no this would not be acceptable. All published homebrew must be complete and usable as a stand alone item.
If you wanted to recreate the Sharpshooter feat verbatim you could, you just couldn’t publish it. But to recreate it for your own purposes is no problem.
