Do both the player AND the GM need to have paid for access to sourcebooks or do players get access to options that the GM running the campaign has? I have opted to take part in a one-shot game that is using DND Beyond but I'm resistant to pay $90 for a one-time game so I can play the character I submitted.

1 individual needs to have desired content purchased.
1 individual needs to have a Master-Tier subscription to 'Enable Sharing' for the campaign.
These can both be the same individual. This allows for all campaign members to view all purchased content.
