Dragon hide doesn't give you a +3 to AC, it gives you an alternative AC calculation
"While you aren’t wearing armor, you can calculate your AC as 13 + your Dexterity modifier. You can use a shield and still gain this benefit."
AC calculations don't stack, you can only have one at a time. Because, in this case, 13 + Dex (dragon hide calculation) is better than 10 + Wis (1) + Dex (unarmoured defense calculation), that's the one being used.
Well it still is kinda cool if you didn't want to invest in wisdom. The hide is the equivalent of 6 points of wisdom you can now put into something else if you want, could be useful if you wanted to multiclass or even just rp high charisma or Intelligence.
