I have made some home-brew items that reference spells. I use the format: Knock ("[ spell]Knock[/spell]" omit space between "[" and "s") as an example. When I look at the item on my creation page and mouse over the word (which looks like a spell link should) "Knock" it gives the spell description overlay, but when my players add the homebrew items into their characters' inventories, the spell description overlay does not become an option and the "Knock" is just normal script (does not look like a spell link).
If I am not making a user error, then this seems like a bug.
This is intended behaviour for viewing content on character sheets. Tool-tips work in compendium and forum view.
If you would like for players to be able to cast the referenced spell using the item, I would recommend adding it to the "Spells" section of the item, so that it appears on their character sheet in the Spells section.

Tool tips were intended to work in character sheets, but it caused a number of bugs. They may return when character sheets get updated again.
